The International Network for Environmental Compliance and Enforcement INECE ; advanced the global effort to build environmental integrity in emissions trading systems through a workshop on "Improving Efficiency, Effectiveness & International Harmonization of Compliance Activities in Emissions Trading, " held in Dublin, Ireland, on 8-9 March 2007.1 Conference participants discussed the role of compliance in assuring trust and integrity within and among emissions reductions platforms and the importance of developing both a common set of procedures for monitoring, reporting, and verification and a standardize language for use in registries. Harmonizing compliance activities will increase transparency, integrity, and accountability and will build confidence that the market is robust, stable, and effective in reducing greenhouse gas emissions. The meeting resulted in recommendations for INECE to develop and facilitate technical working groups on three key topics: Registries, Verification & Accreditation, and Monitoring & Reporting. The expert groups will seek to develop an independent assessment of best practices, metrics, and terminology; extract lessons from the global trade systems, securities trading, accounting, certificate programs, ISO standards, and the US systems designed to reduce SOx and NOx; and provide recommendations applicable to existing and emerging emissions trading schemes. Representatives from governments, industry, international organizations, and nongovernmental organizations will be invited to join the specialist groups and to work together to build a broad consensus and to share lessons learned. Common principles could have broad application to processes including, but not limited to, the EU Emissions Trading Scheme, Clean Development Mechanism and Joint Implementation projects, voluntary offsets programs, and other emissions reduction schemes. Participants further recommended that INECE develop appropriate capacity building tools, such as a web-based inventory of articles and resources, to facilitate communication, discussion, and dialogue, as well as to ensure access to relevant expertise. INECE should also seek to actively promote the recommendations of the technical working groups, and to target and engage interested stakeholders beyond government and academia e.g., the private sector, civil society, international organizations ; . In a plausible future environment where multiple mandatory emissions reductions systems exist and are linked, common principles and an existing framework for open dialogue among stakeholders will allow industry to more efficiently comply with market requirements, knowing that emissions reductions will be recognized across schemes. Similarly, regulators will be more able to effectively enforce program requirements, knowing that practices among trading systems are compatible. Regardless of the ultimate substantive requirements of future climate change agreements, common monitoring, reporting, and verification standards, as well as accounting and registry practices, will be necessary to link emissions reductions systems. Establishing a standard language and set of procedural guidelines now will increase compliance and simply enforcement in the current systems, and will create a basis for formally linking trading systems in the future.

Urinary tract infections can manifest as bacteriuria with limited clinical symptoms, sepsis or severe sepsis, depending on localized or systemic extension. With time's rapid passage has come challenge, opportunity, insight and Denise Billington-Just the joy of learning from it all at Elk's Nature Center in Rasmussen Woods. It was one year ago this News and Muse issue that I spoke about a label of the times, Nature Deficit Disorder. This term was brought to life by futurist journalist Richard Louv in his book "Last Child in the Woods." He uses the term to encourage all readers to pay attention to the quality of their lives and the lives of those they touch and to encourage consistent interaction with and observation of the natural world. PRECONDITIONERS FOR SADDLE-POINT SYSTEMS IN GROUNDWATER FLOW MODELLING Catherine E. Powell School of Mathematics, University of Manchester, Sackville Street, Manchester, M60 1QD, UK c.powell manchester.ac The search for fast solvers for the simple deterministic Darcy flow problem has received overwhelming attention in the literature. Linear algebra techniques for tackling it are now mature. Mixed finite element methods are recognised to be an essential tool for discretisation and give rise to symmetric and indefinite linear systems of equations. Practitioners have a plethora of fast solvers to choose from, all of which have pros and cons in the context of solving flow problems. Transformations to positive definite systems are popular but solving the original indefinite system is not problematic provided care is taken in constructing a preconditioner. We focus on the parameter-free solution of the full saddle-point problem using straight-forward, non-nested minimum residual iterations. Two block-diagonal preconditioners are constructed by exploiting the well-known fact that the underlying variational problem is well-posed in two distinct pairs of function spaces. The first is `Schur-complement free' and relies on the availability of a specialised multigrid approximation to a weighted H div ; operator. The second is a simpler black-box method, the key tool for which is an algebraic multigrid V-cycle applied to a sparse approximation to a Schur complement matrix. We end the talk with a brief look at how the second preconditioner fares when applied to the more realistic, stochastic formulation of the Darcy flow problem and nafcillin.

The original maximum likelihood methods for modeling compositional variation over evolutionary time do not scale well when a large number of species is used since they require the estimation of independent composition vectors on each branch Yang and Roberts, 1995; Galtier and Gouy, 1998 ; . In this work we follow Foster's approach and use a non-homogeneous model that uses only a limited number of composition vectors that can be shared by different branches in the tree Foster, 2004 ; . We have implemented a reversible jump method for automatically controlling the complexity of the model. We also introduce a more flexible hierarchical prior that makes the model more applicable to the case in which only a small number of branches are associated with a particular composition vector. We applied our methods to a similar Tree of Life rRNA data set as considered by Galtier et al. 1999 ; but using only RNA stems and using an RNA-specific evolutionary model that accounts for the covariation between base-paired nucleotides. It was found that the GC composition of LUCA was very sensitive to the rooting of the tree. With the bacterial rooting it was observed that one cannot completely rule out a thermophilic ancestor, although a hyperthermophilic one seems unlikely. Our results are significantly different from those of Galtier et al. 1999 ; . This is probably not only due to the difference in the model used here. We have recently demonstrated that variation in composition across sites in an RNA alignment can have a significant impact on phylogenetic estimates Gowri-Shankar and Rattray, 2006 ; . In particular, it was shown that non-homogeneous methods of the type considered here produce estimates of ancestral composition that may be biased towards the composition observed at slowly evolving sites. When RNA loops and stems are combined, as in the data set used by Galtier et al. 1999 ; , the slowly evolving sites are observed to have a lower G + C composition than the rapidly evolving sites. This suggests that their results may be biased towards lower ancestral G + C composition. Conversely, when only stems are considered then the GC composition of the slowly evolving sites is higher than at the fast evolving sites. Therefore it is also possible that our own ancestral estimates are biased upwards. Unfortunately, it may be quite difficult to separate the effects of this heterogeneity across sites from the temporal heterogeneity considered in this paper. We have introduced a model that allows for a non-linear relationship between composition and substitution rate assuming a stationary and time-homogeneous substitution 18.

| To raise money for lupus research, the Minnesota State University Women's Volleyball team conducted their first "canning" campaign at all home games throughout their 2007 season. This new tradition involves fundraising activities and "canning" weekends during which players solicit donations from area residents. During their final game of the season, they honored local residents Dar Vosburg, broker owner of Realty Executives and her sister Pam Shur who has been diagnosed with lupus. Team members presented a check to the Foundation as well. This was the first year that canning has been a part of the fall semester volleyball matches. "It is kind of a new thing to have a canning event, so we are hoping to get more participation next year, " said Coach Dennis Amundson, who has a personal connection to lupus. His daughter has been living with lupus for several years, as well as one of his own team members, who also suffers from lupus. Recent statistics state that every 30 minutes another person is diagnosed with lupus. And, over 90% of those people diagnosed are women. For people of color including African Americans, Hispanics Latinos, Asians and Native Americans, the incidence of lupus occurs three to four times more often and narcan.

Expresses its satisfaction that the Technical Assistance programme has been placed on a two-year programme period beginning from 1961-62; 2. Notes with appreciation the recognition by the Economic and Social Council of the time needed by the participating organizations to implement its resolutions on overhead costs and its decision to expand by a corresponding amount the field programmes of those organizations which have transferred a part of the overhead costs of the Technical Assistance programme to their Regular budgets; 3. Invites Member States : a ; To take all appropriate measures to ensure the most effective use of the technical assistance provided by Unesco, including the careful planning and preparation of projects, the provision of counterpart staff and necessary financial resources, adequate facilities for Unesco's specialists, the installation and full use of project equipment, the employment on the projects of the fellows trained by Unesco, and the continuation of the projects on termination of Unesco's assistance; b ; To establish in their ministries of education or other appropriate government agencies, preferably in co-operation with the Unesco National Commis.
